William A. Garland is a leader who thrives at the intersection of strategy, technology, and execution. At Product Knowledge, he applies decades of experience in defense, technology, and energy policy to help organizations navigate complex challenges, integrate emerging innovations, and drive mission success. 

A seasoned military leader and Army Acquisition Corps alumnus, Bill built a career ensuring that the right capabilities reached the warfighter—when and where they were needed most. His tenure in acquisition and rapid capability deployment gave him firsthand experience in delivering innovative solutions, cutting through bureaucracy, and securing critical resources to enhance operational effectiveness. Whether leading multi-million-dollar programs, streamlining procurement processes, or integrating cutting-edge technologies, Bill was known for driving results in high-stakes environments. 

After transitioning from uniformed service, Bill continued to shape defense innovation and energy strategy, leveraging his expertise to guide both government and industry partners. He has secured critical funding for new initiatives, built coalitions that drive real impact, and championed programs that have improved operational capabilities across the defense and energy sectors. 

Bill holds a Master of Science in Energy Policy & Climate from Johns Hopkins University, a Master of Science in Information Systems from George Mason University, and a Bachelor of Arts in Engineering from the United States Military Academy at West Point. His career has been defined by a commitment to innovation, problem-solving, and ensuring that organizations remain agile, effective, and ready for the future.
